Zusammenfassung:	PROBLEM TO BE SOLVED: To accurately estimate the charging/power failure state between the sections of a power distribution system. SOLUTION: A power supply information system estimation means 121 is provided for a state input means 11 for inputting information including the on/off state and the power supply state of a switcher for composing a conventional power distribution system, a system judgment means 12 for judging the charging/power failure state between the sections of the power distribution system based on information being inputted by the means, and an output means 13 for outputting the judgment result. By the system estimation means, it is examined whether the contradiction between inputted information can be eliminated or not by changing the on/off state or power supply state of one switcher in the power distribution system. Then, when the contradiction can be eliminated, the charging/power failure state between the sections of the power distribution system is estimated in the on/off state or power supply state after modification.
