PROBLEM TO BE SOLVED: To improve verification accuracy and to easily manage user data in the case of personal verification using personal recognition based on biological features. SOLUTION: An identity registration data input part 17 applies registration data Xij (j=1 to N) of an i-th user Ci to an identity model preparing part 21. On the basis of the registration data, the preparing part 21 prepares an identity model pi(X) of the user Ci and applies it to a general invader model preparing part 23 and an output part 31. An other-registration data input part 19 applies all the remaining registration data Xij (i=1 to M and j=1 to N) of the user except for the registration data Xij (j=1 to N) of the user Ci to the preparing part 23. A close distance calculating part 25 calculates an average distance (d) between the pi (X) and a nearby position and a close variance calculating part 27 calculates an average variance (s) at that nearby position. On the basis of the average distance (d), the average variance (s), the pi (X) and the data Xij (i=1 to M and j=1 to N) except the registration data of the user Ci, an invader model qi (X) of the user Ci is prepared. The qi (X) is outputted to the output part 31.
