SOLUTION: In this device, a path 20 is formed in a developing tank 12 communicating a developing range top space Sa that is stipulated by a surface of a developer carrier 16 between a developing main pole N1 and a sealing pole S1 and the surface of an image carrier 1 with an inner space Sb of the developing tank 12 and the pulverous smoke toner generated in the developing range top space Sa is recovered inside the developing tank 12.
