SOLUTION: By a brake member control means 9, the driving is made with three stages such as the soft position with respect to the brake member 4 for a supply reel base and the brake member 5 for a take-up reel base, the half braking position with the braking force stronger than that of the soft position, and the stop position with the further stronger braking force than that 'of this half braking position, and also the driving is executed for making the off position such that the braking force becomes off, and when the tape of a tape cassette is decelerated or stopped from the rewinding or fast forwarding, it is once stopped at the half braking positions of the brake members for the supply reel base and take-up reel base.
