Zusammenfassung:	PROBLEM TO BE SOLVED: To furthermore improve the accuracy of control for preventing top marks in coiling a cold-rolled steel sheet. SOLUTION: In the coiling control by which the tracking of a steel sheet, detection of the tip of the steel sheet and correction for sag are executed, moreover, difference between a tip part 1a of the steel sheet and a stepped position of a sleeve 8a after that control is detected and the rotation of a mandrel and the speed of the steel sheet are taken as zero so that this difference becomes zero, a belt wrapper 7 is opened and only the mandrel 8 is rotated, or, the rotational speed of the mandrel is increased and the stepped position of the sleeve 8a is controlled so as to be made to coincide with the tip part 1a of the steel sheet.
