Zusammenfassung:PROBLEM TO BE SOLVED: To enhance high rate discharging characteristics at a low temperature by a process for treating the surface with an alkali solution having a specified temperature or higher; a process adding a pH adjusting agent and a reducer in the alkali solution for reduction; and a process for washing after alkali treatment is finished. SOLUTION: This hydrogen storage alloy having composition formula MmNi3.6Co0.6Al0.3Mn0.5, for example, (Mm is La, Ce, or the like) is prepared, and crushed to obtain hydrogen storage alloy powder having an average particle size of 60 μm. The powder is added in the alkali treatment solution prepared by dissolving LiOH in a KOH solution having a specific gravity of 1.3 in a ratio of 30 g/L, the resulting mixture is heated at 60 deg.C or higher, at 90 deg.C for example for surface treating. The pH adjusting agent made of hydrochloric acid solution is added to the resulting mixture to adjust pH, the reducer made of sodium hypophosphite is added in a ratio of 1 M/L to the pH adjusted solution for reduction treating, and the resulting hydrogen storage alloy powder is sufficiently washed. High rate discharging characteristics at a low temperature of a nickel - hydrogen alkaline storage battery can be enhanced.
