The heat dissipation of the cold heat into a cold heat load 14 simultaneously with the lowering of temperature of cooling water 18 for the refrigerating machine 11, operated through chase operation, improves the operating efficiency of the refrigerating machine 11 in spite of the temperature rise of outdoor air.
