PROBLEM TO BE SOLVED: To actualize a system which can let a user know the name of unreceived digital broadcast data and download the necessary data when they are necessary. SOLUTION: An ordinary data group and index information indicating the name, storage location, etc., of data of an already performed broadcast are multiplexed and transmitted from a data broadcasting station 101 and received by an on-vehicle terminal 103 or information service station 104 through a data distribution part 102. The on-vehicle terminal 103 detects information that it does not hold from the index information and shows a list of data names, etc., at an on-vehicle display part 133. The service station 104 discriminates and stores the data group and index information from the broadcasting station 104, checks whether or not requested data are included in the index information in an SS storage part 147 at a download request from the on-vehicle terminal 1093, and inputs it from an external storage location indicated in the index information when the data are not stored. When downloaded, the data are ciphered with a cipher key reported from the request destination and provided by radio.
