A conventional ingredient for cosmetic such as petrolatum, stearyl alcohol and dimethylpolysiloxane can be used as the component B and its amount is preferably 1-30 wt.%. Materials usable as the component C are conventional ingredients for cosmetic, e.g. an extract of a plant such as arnica and Panax ginseng in addition to vitamin E, its ester, nicotinamide, etc., and the amount of the component C is preferably 0.01-5 wt.%.
