Zusammenfassung:PROBLEM TO BE SOLVED: To obtain an electrochemical capacitor having a high capacitance even at low temperatures. SOLUTION: In an electrolytic solution for an electrochemical capacitor in which an electrolyte is dissolved in a nonaqueous solvent, the nonaqueous solvent contains 3-methoxypropionitrile, and the electrolyte is a salt containing at least one kind of anion selected from BF4, PF6, and SbF6. The electrochemical capacitor is prepared by using this electrolytic solution for an electrochemical capacitor, and at least one of its positive and negative electrodes is a polarizable electrode composed essentially of a carbonaceous material.
