SOLUTION: When an input device 2 is operated and the grouping processing of tags 7 is instructed, a plant flow picture 5 is displayed on a display device 4. When the input device 2 is operated and variable parts 6 displayed on the plant flow screen 5 are selected in such a state, a processor 3 arranges the tags corresponding to the respective variable parts 6 and generates a tag list screen.
