Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a very useful polymer flocculant which exhibits superior sludge dehydrating performance by using a water-soluble vinyl polymer containing a specified radically polymerizable (meth)acrylic monomer having a primary amine base as essential units. SOLUTION: This polymer flocculant comprises a water-soluble vinyl polymer containing a radical polymerizable (meth)acrylic monomer having a primary amine base as essential units. The (meth)acrylic monomer is selected from monomers of the formulae, wherein R1 is H or CH3; Q is a 2-4C alkylene; and Z is Cl, Br, I, NO3, 1/2H2SO4 or 1/r.H3-rPO4 [(r) is an integer of 1-3]. The water-soluble vinyl polymer does not form an undissolved component when dissolved in water because the (meth)acrylic monomer does not contain a polymer crosslinking component and the vinyl polymer exhibits superior sludge dehydrating performance.
