PROBLEM TO BE SOLVED: To shorten the analytic time of a trouble by storing plural programs which actualize a function of transmission to a terminal machine through a multiplex transmission line and a function of controlling peripheral equipment and transition information on the execution states of the programs. SOLUTION: The central monitoring control device 1 has plural programs actualizing the function of transmission to the terminal device through the multiplex transmission line L and the function of controlling peripheral equipment. The device 1 stores the transition information on the execution states of the programs in a RAN 12 as a storage means. Consequently, if a trouble such as a failure in transmission to the terminal device 2 or a stop of a program in its execution occurs, the execution state transition information of the program stored in the RAM 12 is monitored and analyzed to know not only a state wherein an observation can be made from outside, but also the states of the internal programs. Consequently, the cause of the trouble can easily be investigated.
