Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a calcination ash-containing hydraulic composition which can make a dispersant to extremely effectively exhibit a high fluidization effect after the composition is mixed with water by preparing a liquid phase portion which comprises water and a composition comprising the dispersant and a hydraulic substance containing the calcination ash of urban sludge, so that the phosphorus-containing ion concentration of the liquid phase portion is a specific value or less. SOLUTION: A composition comprises a dispersant and a hydraulic substance (Portland cement, slag or fly ash) containing urban sludge calcination ash (containing phosphorous compounds) obtained by calcining sludge. Therein, the dispersant is a high performance AE water-reducing agent or the like, and is used in an amount of 0.1 to 3.5 pts.wt. per 100 pts.wt. of the hydraulic substance.
