PROBLEM TO BE SOLVED: To place in proper driving state following vehicles including the vehicle against driving trouble before the vehicle by setting a target driving state for the driving trouble when a detecting means detect the driving trouble. SOLUTION: A controller 10 obtains position data on this vehicle from the position detection part 2 of this vehicle through control operation. Then driving state data is obtained from a vehicle driving state sensor 4 and information is also obtained from a radio communication device 6 to discriminate whether or not driving trouble is caused from the driving state data or the information obtained from the radio communication device 6. When it is decided that there is driving trouble, the target driving state of this vehicle is set for the driving trouble. In the target driving state of this vehicle, a necessary speed reduction pattern, etc., is set for the driving trouble according to the traveling vehicle speed. Then a driving control command for the target driving state of this vehicle is generated to a vehicle controller 12 and a target driving information signal is transmitted by the radio communication device 6 corresponding to the target driving state.
