SOLUTION: This is formed of a base portion 1a fixed to a concrete foundation 2 and a riser 1b coupled to the bottom of the steel pipe column 3. Riser portion 1b is formed to a cross sectional shape as same as that of the steel pipe column 3, and the diameter of the riser is larger at the bottom portion than that of the steel pipe column 3 and is formed smaller in the upper direction and the diameter becomes the same as that of the steel pipe column 3 at the top portion of the riser. Also, it is made to a hollow shape throughout in the vertrical direction.
