Zusammenfassung:	PROBLEM TO BE SOLVED: To improve watertightness by gluing a reinforcing member to the outer-periphery surface of a side where pressure due to packing increases. SOLUTION: An arc part 21 and a plane part 22 located at both the sides of the arc part 21 are formed on the outer-periphery surface of a main packing 18a being located outside a monitoring window. A cross sectional shape adheres to the main packing 18a of an arc-shaped reinforcing member 23 so that the outer-periphery surface of the arc part 21 can be covered. When pressure in the monitoring window decreases below the outside pressure, the reinforcing member 23 is pressed, thus preventing watertightness from being lost due to the deformation of the packing caused by the pressure difference between the inside and outside.
