Zusammenfassung:	PROBLEM TO BE SOLVED: To improve safety in an internal short circuit test by using powder of a composite oxide having a layered crystalline structure, containing Li and Ni as main constituents and having a specific element composition and by setting the conductivity of the pressed powder in pressingly molding the powder within a specific range. SOLUTION: This positive electrode active material has a layered crystalline structure, and is powder of a composite oxide expressed by a general formula LiaNi1-b-cM1bM2cO2, where M1 is one or more kinds of elements selected from Al, B, Y, Ce, Ti, Sn, V, Ta, Nb, W and Mo, M2 is one or more kinds of elements selected from Co, Mn and Fe, and 0.95
