Zusammenfassung:	PROBLEM TO BE SOLVED: To obtain a halogen-free flame-retardant resin composition having high flame-retardancy, excellent workability and safety and high dielectric breakdown strength after a long-term hydrolysis test by including a thermoplastic resin, a specific phenolic resin, or the like, at specific ratios and suppressing the generation of phenol vapor below a specific level. SOLUTION: The objective composition contains (A) 100 pts.wt. of a thermoplastic resin preferably composed of a thermoplastic polyester such as polyethylene terephthalate, (B) 3-70 pts.wt. of a novolak phenolic resin having a weight- average molecular weight of 600-13,000 and having a free phenol content of
