Zusammenfassung:	PROBLEM TO BE SOLVED: To separate/recover solids and oil components from a waste roadbed material and to produce fuel from the oil components. SOLUTION: Crushers 4, 10 for crushing a waste roadbed material 1 into particle of a prescribed particle size, a hydrothermal reaction apparatus 11 which keeps the particles at a high temperature and a high pressure and fluidizes them, a separation tank 14 which receives the particles 13 fluidized by the apparatus 11 and separates the particles 13 into solids such as crushed stones, crude oil 18, and water 16, and a supercritical reaction apparatus 19 for desulfurizing the crude oil 18 are provided.
