PROBLEM TO BE SOLVED: To obtain an image compressor where degradation in the image quality can be prevented. SOLUTION: A data converter 10 converts coded data in compliance with the motion JPEG into coded data in compliance with the MPEG. The data converter 10 is provided with a motion compensation prediction section 60 that preliminarily detect a motion in a prescribed area prior to a motion retrieval (motion detection) by an extended motion compensation prediction section 62 of an MPEG encode section 30 provided to the data converter and an object area for motion detection by the extended motion compensation prediction section 62 is set on the basis of the result of motion detection by the motion compensation prediction section 60.
