SOLUTION: This apparatus is equipped with a transparent vessel, a driving apparatus for rotating the transparent vessel and an ultraviolet irradiation device 12 and irradiates titanium dioxide, on which an organic substance is adsorbed, stored in the transparent vessel under connected pressure or an oxygen-free atmosphere with an ultraviolet ray while rotating the transparent vessel to produce a deoxidizer.
