PROBLEM TO BE SOLVED: To provide a rotating stopper device capable of calmly and safely rotating a rotor, extremely largely extending the rotating angle range of the rotor, and extremely easily regulating this range. SOLUTION: A rotating stopper device 29 is formed of a rotary table having a shock absorber 2912 mounted in such a manner as to be capable of smoothly reciprocating in a prescribed distance extending from the rotating center Co to the circumferential part in the diameter direction of one plane, and a groove cam 2920 arranged in parallel to one plane of the rotary table with a prescribed space therefrom, having a guide groove 2922 spirally formed at a prescribed pitch within the reciprocating range of the sock absorber 2912 and stopper blocks 2923, 2924 adjustably mounted on both ends of the guide groove 2922. The cam follower of the shock absorber 2912 is inserted and integrated into the guide groove 2922.
