PROBLEM TO BE SOLVED: To simplify the control procedure of an internet protocol(IP) network and an asynchronous transfer mode(ATM) exchange or the like in the case of speaking such as when a user has plural IP addresses. SOLUTION: On the assumption relevant user information is not registered in a registration table 22 when an IP handler(IPH) 20 receives an IP packet from an IP network 10, in this case, the IPH 20 reports IP information (IP header) to a processor 40, acquires user information from a storage part (home location register/visitor location register) 50, further, acquires the other user information related to the relevant user as well and sets it to the registration table of the IPH 20. Afterwards, when the IP packet concerning a user A is received, according to the user information registered in the registration table 22, the IP packet is transferred.
