Zusammenfassung:	PROBLEM TO BE SOLVED: To effectively suppress the acceleration of a building when a swing is brought in the building due to an earthquake or wind. SOLUTION: A base isolation device M and a vibration control damper 1 are incorporated with each other and anoff-off control type bypass pipes 7, 8, 9 by opening/closing valves 14, 15, 16 are provided in the vibration control damper 1 to on-off-control the opening/closing valves 14, 15, 16 by a computer U. The response acceleration of the building is lessened by the synergistic effect of the base isolation device M and the vibration control damper 1 and hence, a swing of the building can be effectively suppressed.
