Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent the mixing of black foreign materials and others generated by the burning of a vinyl chloride resin, in vinyl chloride resin pellets kneaded at a low temperature during pelletizing, by installing a roll mill arranged in a passage between gear pumps, a powder conveyer connected to one gear pump. SOLUTION: A powder conveyer 1 is composed of an extruder in which a screw 6 is set in a cylinder 3 having a hopper 2. A gear pump 10 has a pair of gears 13, 14 in a housing, and a roll mill 31 is provided between them. A dry blend is charged from the hopper 2 into the cylinder 3 heated by each heater 4a-4c and introduced into the gear pump 10 by the screw 6. When vinyl chloride resin pellets are produced, a resin supplied to a die housing 21 via a die adaptor 19 is extruded from the die holes 30 of a die plate 26 and pelletized. In this way, the mixing of black foreign materials and other generated by burning of the resin is prevented.
