Zusammenfassung:PROBLEM TO BE SOLVED: To obtain a system capable of reducing the burden of an ISP connection service rate imposed to a general user for the Internet. SOLUTION: The credit card processing system is provided with a credit card 14 to be issued to each card user 12, a credit card utilization amount management means 52 for recording and managing the amount of the card 14 utilized by the user 12, an ISP connection rate management means 54 for recording and managing an ISP connection rate to be paid for an ISP to which the user is admitted by using the card 14 as a payment means, an ISP connection rate discount determination means 56 for determining the discount amount of the card user's ISP connection rate based on the data recorded in both the means 52, 54, and an ISP connection rate refunding means 58 for refunding the determined discount amount to the user 14.
