SOLUTION: This apparatus is provided with a battery power source means 20 provided with plural batteries 221, 222,..., 2210 connected in parallel to a load 32 and plural switching means, and a battery charge-discharge monitoring means 10 for conducting discharge control for separating the spent battery power source means 20 from the load 32 to connect the uncomsumed battery power source 20 to the load 32 when a remaining power capacity reaches to a prescribed remaining power level, and for conducting charge control for separating the charged-out battery power source means 20 from a charger 31 to charge-control the uncharged battery power source means 20.
