Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a composition wherein a silicone is made soluble to water without deteriorating the characteristics inherent in silicones. SOLUTION: A composition contains (a) at least one chosen from the group consisting of γ-cyclodextrines and derivatives thereof, (b) a polydimethyl siloxane having a number average molecular weight of 1,000,000 or smaller and water, wherein at least a part of component (b) is included in component (a). In a process for making at least a part of component (b) soluble to water, component (a), component (b) and water are mixed, and component (a) is allowed to include at least a part of component (b). In an inclusion compound, component (a) includes component (b).
