SOLUTION: When a specified number is dialed from a cellular telephone 1a, the contents of priority language information corresponding to the dialed number in a database 4a are changed by an exchanging device 3a. The priority language information corresponds to a talky device 5a to announce the guide service in the priority language. The languages of the guide service, therefore, can be changed from the cellular telephone 1a.
