Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method for preventing not just temporally nor in an emergency occurrence of red tide and blue tide over long period not have a bad influence upon environment due to smoking of the environment and rapid alkalinization, etc., and capable of retaining the effect for long period by modifying sea bottom soil. SOLUTION: This sea bottom soil-improving material comprises a heat treated material obtained by heating a portland cement clinker raw material mixture at 800-1100 deg.C. The heat treated material is a cement intermediate processed product fractionated by suspension preheater in portland cement clinker production process obtained by burning portland cement clinker raw material mixture by using cement burning kiln having a suspension preheater. This method for improving sea bottom soil comprises mixing mud dredged from sea bottom with the sea bottom oil improving material, solidifying the mixture and refilling the solidified mixture into the sea bottom.
