SOLUTION: A measurement requesting source 100 is a central power dispatching instruction station or centralized control station. A network 101 is formed of a public line or LAN or the like. A measuring data holding apparatus 102 is arranged in plural number at the field to collect and hold the measuring data from the detector. The measurement requesting source 100 is provided with a generated measuring agent(a) and this measuring agent(a) moves in the route of the network 101 depending on the predetermined rule as indicated by the arrow mark up to the measuring data holding apparatus 102 to conduct the predetermined process. Moreover, the this measuring agent(a) moves among (n) measuring data holding apparatuses 102. During this movement, the predetermined measuring data are collected and processed. Finally, the measuring agent(a) returns to the measuring request source 100.
