SOLUTION: The electrolytic cell 1 is constituted by spatially disposing main electrodes 3 and 5 consisting of two thereof as a pair in a cell 2 into which water or an electrolyte-containing aqueous solution is injected and disposing one or >=2 auxiliary electrodes 7,... spaced from each other between these main electrodes 3 and 5. The spacings between the respective electrodes are respectively flow passages 8 for an electrolytic object, such as water. Wiring 4 is connected to via connecting terminals to the main electrode 3 and the terminal of the wiring 4 is connected to the anode side of a DC power source.
