Zusammenfassung:PROBLEM TO BE SOLVED: To provide a surface-covering cemented carbide alloy cutting tool having a surface covering layer exhibiting excellent chipping resistance and wear resistance. SOLUTION: This surface-covering cemented carbide alloy cutting tool is composed of a cemented cabide alloy base body made of WC group superalloy or TiCN group cermet and having an outer surface which is formed thereon with a surface cover layer having a thickness of 2 to 20 μm in total average through vacuum deposition, the surface layer being composed of a hard layer consisting of one or both of a (Ti, Al)N layer exhibited by the following formula (Tix, Alx-1)N, and a (Ti, Al)CN layer exhibited by the following formula (TixAl1-x)CyN1-y layer (x: 0.5 to 0.95, y: 0.01 to 0.5, by atomic ratio), and a tough layer consisting of one or both of a (Ta, Ni)N layer exhibited by the following formula (TxNi1-x)N and a (TaxNi1-x) and (Ta, Ni)CN layer exhibited by the following formula: (TivAl1-v(CwN1-w layer (where v: 0.5 to 0.95, w: 0.01 to 0.5, by atomic ratio), and the hard layer and the tough layer having a thickness of 0.5 to 10 μm in total average.
