PROBLEM TO BE SOLVED: To unnecessitate the level change operation for view limitation by collating view limitation data with level data and deciding whether a video signal is prohibited from viewing or not. SOLUTION: A level fetching part 7 fetches level data associated with the time data corresponding to the time clocked by a clock 8 among plural pieces of level data stored in a level storing part 10 and transmits the fetched level data to a level deciding part 6. The part 6 decides whether a channel received by a receiving circuit 1 is prohibited from viewing or not by collating view limitation data fetched by a data detection circuit 5 with the level data fetched by the part 7. Then, it transmits the decision results to a control part 9. Also, when the decision results of the part 6 becomes prohibited from viewing, channels are automatically changed until a channel that is not prohibited from viewing is received.
