SOLUTION: This device 1 is provided with a crystal growth cell 2 which is filled with water and cooled to a temperature equal to or lower than the freezing point of water and also has a charge coupled device 23 and a comparator 25, a glass capillary 3 one end side of which is inserted into water in the crystal growth cell 2 and the other end side of which is positioned outside the crystal growth cell 2 and cooled, and a nucleus formation cell 4 having a thin platelike water bath 41A which is placed on the other end side of the glass capillary 3 and used for growing a thin platelike ice crystal C formed on the one end side of the glass capillary 3, in such a way that the ice crystal C is parallel to the comparator 25.
