Zusammenfassung:PROBLEM TO BE SOLVED: To obtain an IC card issuing system capable of reducing an issuing cycle time in which a non-contact type IC card is issued. SOLUTION: This IC card issuing system 300 has a card supplying device 20, a card carrying device 170 which carries a non-contact type IC card 10 discharged from the device 20, a data writer 40 which writes data in a semiconductor memory in the card 10 and a card stacker 60 which stores the card 10 discharged from the device 170. The device 170 lowers a card carrying speed when the card 10 is located in a data writable range from the writer 40, and the writer 40 writes data in the semiconductor memory in the card 10 located in the data writable range.
