SOLUTION: In a unit-mounting part 2 fitting a control substrate 3, side walls 21 are formed at the three sides and the rest side is opened and the opened part is fitted to face the plug-receive side 13. A first - a fourth terminals 11a-22d are mounted in a row along one side of the control substrate 3 near to the opened part. Each fitting part 23a, 23b, 23e is provided in each first, second, and fourth terminal 22a, 22b, 22d, but two fitting parts 23c, 23d are provided in the third terminal 22c. The fitting parts 23a-23c are connected to lead cables 11a, 11b, 11c of a hot-water heater, a heat-retaining part, and a common use and a thermal fuse is attached in between the fitting part 23d and the fitting part 23e.
