Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an electric lock device which is capable of easily controlling a user identifying medium and a manager identifying medium by a manager, and capable of keeping the user collation data even in the misoperation, and an electric locking system. SOLUTION: In an electric locking device which is provided with a reader/ writer 3 to write/erase the user collation data in/from a collation information keeping part 32, and locks/unlocks an electric lock 4 when the user data read from a user identifying medium is coincident with the user collation data kept in the collation information keeping part 32, a first manager identifying medium and a second manager identifying medium in which the first management data and the second management data are respectively kept are provided, the reader/ writer 3 keeping the first user collation data and the second user collation data erases both user collation data when the first management data read a plurality of times is coincident with the manager collation data registered in advance in the collation information keeping part 32, or either user collation data when the second management data is coincident with the manager collation data.
