Zusammenfassung:	PROBLEM TO BE SOLVED: To prevent a lock from locking or unlocking and a hazard while a bicycle is running by connecting a safety switch circuit, which uses a bicycle running sensor as a source of canceling a command, to a receiver and by disabling the operation of a locking bar drive mechanism that moves the locking bar in a locking direction while the bicycle is in motion. SOLUTION: A safety switch circuit 10, which uses a bicycle running sensor as a source of canceling a command, is controlled by a control unit of a receiver 4. This bicycle running sensor is an oscillation sensor 9a, which is supported by a weight hooked onto an end of a spring and in which a contact plate is placed opposite to the side of the weight. Electrical signals generated intermittently through oscillation are constantly output to the receiver 4, thereby determining whether a bicycle is running. By either opening or otherwise electrically shutting down a connection between the receiver 4 and a power-supply battery 5, the receiver 4 disables the operation of a locking bar drive mechanism 3 that moves the locking bar in a locking direction or an opposite unlocking direction.
