A fluid filling mouthpiece 10 is buried in the rubber plate 7 and the rubber plate 7 is filled with a fluid, thereby expanding the rubber film sheet 8. As a result of the expansion, closed space P is formed and the rubber seal member A comes in pressure contact with a shield machine 50, thereby providing a function for isolating leaking water or the like, if any. Also, even if airtightness is lost from a fixing member B, a troubleshooting work can be easily carried out and easy maintenance can be attained, because of the exposure of the fixing member B to the inner side of the buried ring 3.
