SOLUTION: A user sets an IC card 32 in an IC card holder 24 arranged at the upper part of a control panel 22, and performs an operation for renting out a vehicle in the state. In this case, the IC card 32 is not held in the hand of the user but held in the IC card holder 24. Thus, the information can be surely transferred, and the operation based on the information can be easily attained.
