Zusammenfassung:PROBLEM TO BE SOLVED: To provide a method for manufacturing a flame-retardant hard urethane foam constituted of substantially uniform closed calls with outstanding heat insulating properties and superb cell strength, using a flame-retarding foaming agent which contributes to solving issues such as the destruction of an ozone layer in the stratosphere and a global temperature rise. SOLUTION: A flame-retardant foaming agent to be used contains a combustible component consisting of 3-6C hydrocarbons and/or a combustible hydrofluorocarbon, and an incombustible component selected from a carbon dioxide gas, nitrogen, helium and the like. A mixture is prepared by supplying a liquid incombustible component into a premix containing the combustible component and a polyol and uniformly mixing the described materials in a liquid fill state, and this mixture is mixed with an isocyanate and made to foam.
