Zusammenfassung:PROBLEM TO BE SOLVED: To easily adjust flow rate by providing openings corresponding to each of a pair of discs disposed within a valve housing, making the openings into non-communicating states when a valve is closed, rotating the one disc when the valve is opened and matching both the openings with each other. SOLUTION: A valve 3 for fluid disposed on upstream side of a city water meter has an operating ring 5 to be freely rotatably fitted and inserted into a tip part of a substantially cylindrical valve housing 4 and a guide member 6 to be fitted and inserted into the operating ring 5. Both of the ring 5 and the guide member 6 are integrated by a fixing pin 7. In a large diameter part 8a of a cylindrical guide main body 8 with a difference in level in this guide member 6, a par of ceramic discs 9a, 9b are fitted and inserted and a pair of openings are symmetrically formed in each disc 9a, 9b. By opening the operating ring 5 and rotating the one disc 9b for the disk 9a fixed to the valve housing 4, opening and closing of a piping passage are performed.
