Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a drive transmitting device which can make not only a constant speed drive but also a decelerative drive or accelerative drive while the rotating speeds of a belt and follower pulley are made constant irrespective of eccentricity of a driving pulley and allows simplification of the manufacture of pulleys and their selection operation. SOLUTION: An eccentric idle pulley 4 generates periodic changes in the path length of a belt 10, and it is arranged so that a speed change in the belt 10 resulting from eccentricity of a driving pulley 2 is absorbed by the eccentricity of the idle pulley 10. A supporting plate 71 to support the idle pulley 4 is installed and moved in the direction intersecting the belt 10 so that the winding angle of the belt 10 on the idle pulley 4 is adjusted in compliance with the eccentricity of the driving pulley 2.
