Zusammenfassung:	PROBLEM TO BE SOLVED: To ensure that an outputting manipulated variable is an adequate value and return to a normal state without stopping operation even when abnormality occurs. SOLUTION: Priority order of a control right is set at a plurality of CPUs 9a, 9b, 9c, and 9d, and an opening signal and an indication signal are simultaneously inputted to a plurality of CPUs. A necessary manipulated variable is calculated at each CPU, data related to a calculated manipulated variable is written in memory circuits 10a, 10b, 10c, and 10d, and data written in the memory circuits is read by respective CPUs. Through comparison between data calculated by each CPU itself and a plurality of read data, and appropriateness of the calculated data is verified. When data is appropriate, calculated data is outputted to a data bus circuit 5, and when data is improper, a control right is transferred to the CPU having subsequent priority.
