Zusammenfassung:PROBLEM TO BE SOLVED: To reduce friction force between soils during penetration and suppress deformations of a track and a road by sticking a plate making a surface a smooth face on the outer peripheral face of a penetration body such as a tunnel lining material to be penetrated into a ground. SOLUTION: A plate 1 sticks the smooth face through an adhesive on the surface so that a rough face layer 3 comes into contact with the outer peripheral face of a lining element. In the case, the sticking face of the plate 1 is made the upper face and whole the face of the outer peripheral face of the lining element. The lining element penetrates a ground by pipe-jacking and hauling in the horizontal direction from a starting shaft providing an earth retaining wall. At the time, the lining element and the plate 1 is integrated to produce mutual movement, and since one face regulating a friction face is a smooth face layer 2, friction is reduced. Thus, the upward earth of the element is settled. Thereby the deformation of a track and a road is suppressed, track construction can be lessened, safety and reliability are improved and a construction period can be shortened.
