Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a process for producing a foamed material having excellent shock-absorbing property, elastic performance and cushioning property by using paper and provide a production apparatus therefor. SOLUTION: Finely disintegrated waste paper, water, a binder, a crosslinking reaction accelerator and a softener are stirred and mixed by using a mixer under a pressure of >=2 kg/cm2 at 50-70 deg.C at a rotational speed of >=1,000 rpm and the foamed material is molded. The production apparatus 1 is provided with a raw material charging part 2, a raw material delivery pump 3, a mixer 4, a heater 5 and a regulator 6. The raw material delivery pump 3 transfers a raw material for the foamed material charged into the raw material charging part 2 to the mixer 4 in pressurized state. The inside of the jacket of the mixer 4 can be heated by the heater 5 using hot water as a heating medium and maintained at the temperature. The regulator 6 has a throttle valve to keep the pressure in the mixer 4 to a prescribed level.
