Zusammenfassung:	PROBLEM TO BE SOLVED: To realize efficient communication by eliminating the need of the provision of a path for management connection directly between routers and a network management device even when number of the routers is increased and assigning the resource for the path to a user path. SOLUTION: A network is divided into plural logical IP networks 10, 11, 12 each having at least one specific router 111 (121, 131) with an IP routing function. The communication among the logical IP networks 10, 11, 12 is realized by allowing only the specific routers 111, 121, 131 in the logical IP networks 10, 11, 12 to represent each system for relaying (IP routing). The communication in the inside of the logical IP networks 10, 11, 12 is conducted by IP routing processing from each of the specific routers 111, 121, 131 to other routers.
