Zusammenfassung:PROBLEM TO BE SOLVED: To suppress the generation of harmful and dangerous dust and gas and to swiftly produce a desired electrolytic soln. by adding required electrolytic salt and/or chemical substance to an electrolytic soln. by vacuum sucking operation generated in a powder dissolution device. SOLUTION: A treating tank 1 is continuously fed with pure water through a pure water feed pipe 2 and sulfuric acid required for an electrolytic soln. through a sulfuric acid feed pipe 3. A powder dissolution device 12 circulates this acid soln. and sucks zinc oxide from a silo 8 by vacuum operation generated at this time. Namely, the powder dissolution device 12 draws out the soln. from the treating tank 1, simultaneously, in the impeller part thereof, the state of the reduced pressure is generated, and, by utilizing this pressure reduction operation, it draws out powder from the silo 8. The powder pulled-in by the high speed rotation of the impeller is finely dispersed and is swiftly dissolved into the soln. As a result, the zinc oxide is swiftly brought to react to produce zinc sulfate required for electrolysis.
